In theory, Luke's class 25. Which may be enough to give him a shot, but Midnighter could well dodge most of his swings.

Midnighter has indeed fallen far from his glory if he can't one-shot somebody of Luke Cage's caliber.

This is a guy who speedblitzed the shit out of pseudo-Supermen. A class 25 punch shouldn't even tickle him, seeing how he handled the Evil Doctor's attack.

Kind of hard to pin down The Doctor's strength at that moment though. Very variable, as he went from doing that to Midnighter to almost killing Apollo who was seriously boosted with a few hits.

Regardless, Midnighter was obviously quite concerned about hitting that stone wall. Impressive durability, but I personally woulden't put the punch The Doctor hit him with at the level of the Apollo ones.

Great damage soak, but I don't think I'd put his durability all round over Cage's, who has almost always been able to take rocket launcher fire no problem, something I don't see The Midnighter doing, peroid. But, like I said, Spider-Man like damage soak.

Midnighter went toe to toe with Lobo , Luke got his ass handed to him by Wrecker , not to mention i remember Iron Fist having handling Luke as well. :D

On his best day ever, Cage isn't gonna hit Midnighter, who has both a massive speed advantage and the ability to predict and react to Cage's attacks almost before Cage launches them. Cage has pressure points, which Midnighter will play havoc with, not to mention poking his eyes out, popping his eardrums, interrupting his breathing, etc. Cage is tough, but you gotta be a lot tougher to be a threat to Midnighter.
