i've wondered about this kind of often myself. Why DOESN'T he just take Adam's powers away?

Could it have something to do with Black Adam getting his powers from different gods? I don't know, both are rather forgotten but the Egyptian gods are a lot more forgotten than the Greco/Roman gods.

Maybe Black Adam is too strong. He may only be able to take the powers of those weaker than him.

I swear I remember reading a Shazam comic when I was a small kid(Back in the 70's) and in it it states that Shazam can't remove the power from a person after he's given it to them. So rather than removing Adam's power he banished him to the far side of the galaxy and it took him 1,000's of years to return to Earth.Not sure if this was changed after the revamp in the 80's.

I remember that in JSA it was mentioned that Shazam could've remove teh power once imbued. And this time Black Adam was put in stasis, not thrown to the other end of the galaxy.

Forgive me if this has been changed or retconned, but I have been out of comics for 10 years, and am just getting back in.
In Power of SHAZAM, by Jerry Ordway, after fully possessing the thug that killed Billy's parents, BA says that the wizard did take his powers, but they are resident in the scarab necklace, whereas Captain Marvel's come from within. So I guess he took his powers on the sense of separating him from the necklace. He takes away the thug's voice at the end, so he can't say the magic either. If you think about, the wizard took a big chance- his first guy went bad, but at least he had a way to stop him by taking the necklace. So he makes his second hero without the safety net.
