Seems like the X-Books have gone to lengths to establish the many different mutant leaders and their differing visions and tactics. Who do you enjoy seeing the most? Who do you want most to change direction? And what's your dream direction for each:

Yes but Xavier, Magneto, and Apocalypse aren't currently dictating any kind of direction for anyone either. However, Storm has made some very strong decisions with a very specific direction in mind for those following her but just not now--much like those three.

Xavier, Apocalypse and Magneto each can round up dozens of followers just by walking across a bridge and saying "Mutants, follow me!" They are leaders for sure.

I don't see Storm as an actual mutant leader right now. Not Wolverine either, really. They get mad respect, sure. And they may lead some missions, but then again, so might Beast or Surge. Doesn't make them current contenders to lead the mutant-rights movement. Plus they each have other non-mutant duties.

And, you can only have ten options. :o

Again, Xavier, Magneto, and Apocalypse aren't really mutant leaders at the moment either. Hell, Scalphunter isn't one at all. He's more of the "lead some missions" type.

Odd as that sounds, he regularly leads the Marauders, which is more than Storm (as FF member and Queen of Wakanda can say in terms of regularity nowadays) and the Marauders count more mutants than the four or five that Masque has. (Pickins are kind of slim since M Day)

Scalphunter was obviously set up as a competitive leader in CompleX, as noted when he and Mystiqe had their separate followers (the Maurauders distrust of her turned out to be correct).

Plus Scalphunter is the Marauder leader even more so without Sinister. But, yeah, until we see his reaction to that, he's borderline. Then again, we have the Mauraders as an obvious splinter group in terms of tactics and vision, and if Scalphunter doesn't lead them, who does?

Plus folks like Storm, if they are doing mutant work, are pretty clearly in the Scott/Emma camp already. Limited to 10 different visions here. If there was an 11th spot it might be the "enslave and rule" method of Selene and her boys Wither and Sunspot, but we haven't seen her in a while. But putting another X-Men regular doesn't really add a different direction for mutant-kind, unless they have deep disagreements with Scott and Emma's leadership.

So far it seems likely:

Mystique: leads her break-away Mauraders (Malice, Mastermind if she survived, maybe Rogue and Gambit) and is Toad or Avalanche still around? Or Pulse? Bring back Pulse! This brotherhood, or "siblinghood" is pro-mutant rights, okay with killing (expecially humans), and otherwise generally selfish.

Scott & Emma: leads the X-Men (Beast, Wolverine and Storm if around, Nightcrawler, etc) heroes who don't kill

Exodus: leads the the Acolytes (Tempo, Frenzy, etc) with a more violent and dominating vision

Magneto: may take over the Acolytes (does Exodus know he's alive?)

Scalphunter: leads the Mauraders (Arclight, Scrambler, etc), outright anti-human villains

Madrox: leads X-factor investigations in mutant town

Masque: leads the sad Morlock vestiges underground

Apocalypse: has a group of worshipers and can (temporarily it seems) enslave others

Xavier & Cable: both seem lost for now, at least one is likely to get a new following

Man, Mags has such gravitas that all he has to do in Messiah Complex is receive a book from Skids and say "Really?" oh so mysteriously to maintain his top-level props!

Storm is not in the Scott/Emma camp. That's part of the reason she left the team after M-Day. She has different views on how things should be done. She also criticized their decision to remain neutral in the Civil War. Before that, she kept her X-Men separate from the Institute because she didn't agree with what Xavier was doing. She even formed the XSE to address what she perceived to be a need not being met by the Institute team. Yeah, she's back now, but that's because there's a crisis. That doesn't mean she necessarily agrees with Scott and Emma because she doesn't. She's said as much on more than one occasion.
