Sherlock Holmes, Mycroft obviously, Maybe Arsène Lupin (The first), Grand Admiral Thrawn, The tricks that George S. Patton and Erwin Rommel pull on each other make L and Kira look like ten year olds playing checkers, Sun Tzu quite literally wrote the text book on out smarting an opponent, Hannibal Lecter maybe, Eugine François Vidocq definitly. Although all this characters and figures have the disadvantage of a public name. And Kira wouldn't give them much of an opportunity to match wits with them.

...I think you're not giving L and Kira nearly enough credit.

Captain Gar-lock version of Simon the Digger(TTGL Pt3) He'll basically come up with the most stupidly obvious plan possible then somehow, someway, make it work by turning everything around.

Or worse, Lady Seto(Tenchi Muyo!) Who will somehow cause both Light and L to get married.

But the worst of the worst would have to be the original Captain Herlock. "Just do what you want."
