Norman Osborn has been pretty interesting and compelling in DR. I think he's the best villain in any comic universe this year. I know he's such a bastard, but I have to admit I'm interested in pretty much everything he shows up in, just to see what harm he'll do next. Kinda like Jeph Loeb.

Before "Dark Reign" he was maybe my 5th or 6th favorite Spidey villain, now he's No.1, an equal to the awesomeness of "Dr. Doom", more because he doesn't use magic

Nah, he was the best villain of 2008, for sure. Great in Thunderbolts and managed a big win.
Best villain of the year is Loki, whether as male or female.

You know, a good portion of villains have had a good year. This boded better for Marvel Villains than DC's when DC did that whole 'Faces of Evil" thing.

This year Norman played the evil, bumbling, and incompetent dictator.
He is defeated constantly yet inexplicably stays in power, kinda like Mojo or Skeltor. |

Define best.
Norman's characterization is Dr. Evil played straight. He's not misunderstood, or defined by one fatal flaw, or driven to extremes for an otherwise noble cause. He's just evil for sh*t and giggles. He's just a power hungry sociopath. In place of characterization, and it's lack, he's described as insane, which simply isn't a motivation. You can't even argue that he's just going to extreme lengths to keep the country safe, because he's basically teaching villains how to exploit the system. He's a boring one note, built up because he became a pet character and will fail as predicted by *everyone*. His characterization is taken from 80s cartoons, his rise to power was hamfisted and his eventual destruction lacks real tension. The Spot is a better villain than him... |

Marvel wants to promote its current poster villain.So,it's logical to give him that title.But,in terms of story and good writing,i say Loki is the best.It looks like Siege would be Loki's game and he'll manipulate Osborn into messing with Asgard.
