Who? Who can actually beat this chick in the DCU that isn't a meta? Is there anybody?

And why is it that she can be shown to display incredible feats of strength on par with Batman and yet is no more muscular than my dancer ex-girlfriend?

Deathstroke, Constantine Drakon, and Prometheus can take wins off of her. Technically Deathstroke counts as a meta, though the line between "ringer" (Shiva) and "meta" (Deathstroke) can be quite vague. And Slade isn't the "flying around town shooting lasers out of my eyes" type of meta.

Yeah, i'd count him as on physical par. I mean, if Kingpin is a "normal human", then slade can't be much different.

Richard Dragon. Even the crappiest version of him only lost a fight to her due to outside interferance to save her ass.

Richard Dragon? One of the greatest martial artists in the DCU? Trained Batman in martial arts? Defeats opponents from a hospital bed that neither Shiva nor Bronze Tiger can take?

Constantine Drakon, cuts throats faster than sight and than the person who's throat he's cutting can register the sensory impact of, casually catches hailstorms of arrows (I mean /hailstorms/) between his hands and feet.

Deathstroke definitely counts as a meta, as he has been enhanced by external stuff - as in, drugs.

I'd certainly give Dragon and Drakon the capacity to get a 50/50 split on her, straight up hand to hand.

Bronze Tiger would get his rear handed to him. It has been established in current continuity that Shiva is considerably above him, being fully capable of whaling on him and other members of the League of Assassins simultaneously...back when she wasn't as good as she is now.
