From my admittedly limited experience of them both: Bendix all the way.
Bald always beats hairdo anyway. |

Wow, I'm really torn on this one. Those are my two favorite WS villains, outside of maybe The Four from Planetary. I'll just flip a coin here and go with Bendix.

Tao i have read him being a great villain many times.
While Bendix i know only from wiki info since i havent backread Stormwatch yet.
