Joker from DC comics with one of his cars vs. Composite Sweet Tooth from Twisted Metal with his ice cream truck.

This is in the arena with missile icons all over the place that instantly give the user that weapon. They can also get out of their cars and fight if they want or need to.

Scenario the second: Arena, no cars, but normal weapons if any.

Uh, the deck is pretty much stacked in Tooth's favor here, unless Joker has some supercar I'm not aware of.
