Strongest person that Composite James Bond could beat

Do we factor in cheat-codes and game-mecanics into this or is this still strictly what Bond has shown in cutscenes? If it's the latter, while the Golden-eye gear would help him alot in some cases, he would still be flat out beaten by certain level of opponents. In particualr, someone slightly above CBP would take him everytime. Note, the only reason I'd say slightly above CBP is because via the games bond has insane accuracy and some pretty ridiculous weaponary.
If Bond gets cheat codes and game-mecanics, I dunno, I still don't see him every beating Spider-man.

Game mechanics. Cheat codes gave him invulnerability.
