I'd say so, except maybe Joker, if we go with the "he's SO insane nothing gets to him!" take that has been used with him for decades now (To make him a match of sorts to Batman's brilliance, I guess.)

He only has a 50/50 chance against Two-Face.
Why? Because usually, Yami picks the game, and then mindfucks when his opponent cheats. Here, Two-Face's already picked the game, and he doesn't cheat. That's kinda like Yami's huge, glaring weakness.
