When a problem comes along (you must whip it), before the cream sits out too long...
Through a specific reality warp the entire concept of 'sword' is removed from the multiverse and is instead replaced by 'whip'.
Whips still came to be pretty much in the same way as we know it. They merely have risen to the prominence once held by swords. This also means that every legendary sword of mythology and other fictions has now been replaced by a legendary whip. As a twist, what few legendary whips there are, have now been replaced by swords. So...
