Going with an OC Universe...
Merging the True Seven with Doctor Horrible would just be strange, especially my more recent versions of the work. My characters show more power than anything in the Horrible universe, but the existence of a large group of organized supervillains would be an extreme change. Most likely, Sean would march in and mind rape the entire group, turning them into a force for Good as the True Seven sees it. The group rising in the aftermath of Red Death's destruction of NYC would be more interesting. Memories have been erased, several True Seven are dead, and the Evil League of Evil would be well poised to gain the governments trust.

Totally Spies - Probably not. He's not the type to leave obvious clues, and from what I remember he has far better tech.
Kim Possible - His inventions aren't really the type that she can deal with. All the martial art in the world can't help if you're frozen in time. So unless they start taking the one-shot plot devices like the speed-boosting shoes, he wins. The real world - Common Sense ought to stop him. But assuming he actually decides to build something to defend himself and works through henchmen, I don't think our tech can do it.

Buffyverse  Also, I doubt he'd survive my OCs; Powerhouse alone is like a nicer, genuinely heroic version of Captain Hammer. ( at myself)
