Dougie Moench is one of my Batman favourite writers so I'll have to say him. I like his purple prose and dramatic sense. His first run needs to be put in some collections.

Moench's first long run as a Bat-author -- about three and a half years on two then-linked titles in the mid-80s -- is one of my favorites. My opinion of it is well ahead of my feelings about Alan Grant's long run (some of which I admit I have not read).
On the other hand, my opinion of Moench's second long run, in the 1990s, is not nearly as high -- regrettably.

Alan Grant. Doug Moench was horrible on Batman. I couldn't believe this was the same guy who wrote Master of Kung Fu.

I'm a fan of both Doug and Alan's work. If I really had to choose, I would ultimately go in favor of Alan Grant.

Alan Grant. His Tec and Batman runs are criminally uncollected (virtually).
I only liked Moench in the early 80's, didn't really dig his 90's run with Jones. Alan Grant had the most balanced conception of Batman: somewhere b/w Miller's grittiness and O'Neil's humanity.

Moench. I loved his 90's run with Kelly Jones. I was never a fan of Grant's work on Batman, although I love his 2000AD work.

Definitely Alan Grant. Loved his stuff. Loved Moench on Moon Knight and Master of Kung Fu but was disappointed in his Batman work (though I think I'd agree that his first run was better than his second).
