Only terrorist in fiction I know of being competent is Lelouch

I'm assuming you count Earth bound ones of course becuase if SF is counted this turns the other way.

Don't you mean the Black Knights, of which Lelouch commands, who pretty much walk all over everyone stated?

As does Amalgam, of Full Metal Panic - a high-tech paramilitary force who command mechas in combat.

I dont know about 2 and 3.

But number 1 clearly goes to the terrorists. They are better armed, have heavier vehicles, and are far more willing to go to extreme methods.

Technically Terrorists are criminals. Guerillas it depends on some features, but Terrorists are pretty much straight up criminals.

The BK still can't handle say, various heretics from 40K. Again counting only the small time cults and not those that actually cause mass Chaos incursions.

Well, if sci-fi is in the equation, they meet the Gurren-dan (who meet the definition of "guerilla" pretty well).
