I dont know about 2 and 3.
But number 1 clearly goes to the terrorists. They are better armed, have heavier vehicles, and are far more willing to go to extreme methods. |

Technically Terrorists are criminals. Guerillas it depends on some features, but Terrorists are pretty much straight up criminals.
