Question is simple... Which character ( doesn't have to be a villain) is the HUlk's greatest foe. I am going to go with the Leader... that is what he was created to be, the Hulks gamma opposing force. Yeah, I know the Abomination can match him in strength and he killed Betty, but I believe the Leader is the Hulk's true opposite.

The Leader
I always liked the juxtaposition of brain vs brawn

I thought about making that a choice in the poll, but i figured that would win by a landslide... I didn't include any versions of himself (Banner, Maestro, snake HUlk)

I would love to say the Leader, but when was the last time we've even heard of him, let alone seen him? I can't even remember it. I had to go with the guy that is always there to oppose the Hulk, always there to step up and volunteer to try the latest weapon against the gamma-spawned giant, the guy that was there from the beginning as antagonist: General Thunderbolt Ross.

Yeah, gotta go with Ross too, though Leader certainly comes in second. But really though, he's his own worst enemy.

The Leader, although he has sadly failed to live up to the job.

You're all wrong. It's Juggernaut. They're so alike they can do naught but despise one another.

I'd say General Ross hates him the most, but as for an enemy who has actually hurt Hulk deeper than anyone ever has, it's Abomination.
He killed Betty. |

The Leader, no question about it
Ross, Abomination and the Maestro are good runner-ups |
