Default Who is the Hulk's Greatest Arch-Nemesis?

Question is simple... Which character ( doesn't have to be a villain) is the HUlk's greatest foe. I am going to go with the Leader... that is what he was created to be, the Hulks gamma opposing force. Yeah, I know the Abomination can match him in strength and he killed Betty, but I believe the Leader is the Hulk's true opposite.

I would love to say the Leader, but when was the last time we've even heard of him, let alone seen him? I can't even remember it. I had to go with the guy that is always there to oppose the Hulk, always there to step up and volunteer to try the latest weapon against the gamma-spawned giant, the guy that was there from the beginning as antagonist: General Thunderbolt Ross.

I'd say General Ross hates him the most, but as for an enemy who has actually hurt Hulk deeper than anyone ever has, it's Abomination.

He killed Betty.
