All of the mentioned villians will be on par power wise. This is a battle of Skill and Technique. No regneration ala cell or buu. No self destruction. Who wins it all?
Frieza, Android 17 and 18 from future trunks era, super perfect Cell, Super Buu (gohan version), Dabura, Piccolo Daimano (spelled that wrong)

just remember everyone has the same power level. Just diffrent skill levels. I guess I should remove the absorbtion by buu too.

Now would you look at that, I did edit too fast for the board to notice, actually makes my post hard to understand!
I figure Dabura would still win, as it's hard to avoid someone's spit in the middle of a fight(Especially when you're punches tend to cause spit to fly out of people's mouths), but I think Buu's candy beam has been dodged.

I think it goes to Cell. He can use all of the heroes' (and Frieza's) techniques up to the point he was created - that includes the Kamehameha wave, Solar Flare, two versions of the Destructo Disc, and Instant Transmission. Dabura and Buu will have a hard time nailing him.

Cell's the most versatile in fighting ability and techniuqes, and also knows teleportation. Kid Buu did too but he's not listed.

Since the OP states no regen, probably Freeza or Piccolo since they had a better track record for not screwing around with the enemy, especially Freeza. If he really wanted you dead he'd just shoot you in the heart.
Then again, Cell's the most eclectic, and Freeza's death beam doesn't work that way unless you're way weaker than him. ...yeah, probably Cell if he's finished messing around. |

Cell or Buu, I think Cell's the most skilled with the greatest array of techniques. But Buu is damn near impossible to keep down and has that candy blaster that's pretty much an instant KO.

So, CIS aside, I suppose we should assess for skill.
1. Cell - no question. Greatest range of shown feats. 2. Gohan Buu - since he had at this point eaten Piccolo, Gotenks and Gohan. As Gotenks Buu, he was able to see right through Gohan's fighting; while Gohan isn't exactly a huge benchmark for fighting skill, it still counts 3. Freeza - Aside from having the longest drawn out battle, he took on Goku somewhat successfully without using his hands, and even overcame him briefly when he first powered up. 4. Piccolo/Dabura - I don't recall huge bouts of skill from either of them. Certainly, though, they knew better than to screw around...at least at first. 5. The Androids - Good at rushdown team tactics, but a weaker Gohan with only one arm was able to hold both of them off at the same time for a time. While present #17 may not be applicable here, IIRC Piccolo was mocking him for his lack of finesse (that is, until he got tired), and he was the better of the two. |
