A hairy man starts to howl at the moon
A crypt opens A man begins to remove the bandages on his face A strange masked man starts appearing at the opera A fish like humanoid starts swimming around in a pond at the local park..... A mummy starts killing archaelogists for revenge You get the idea; Bale Batman has to deal with all the various monsters from the old school horror movies coming to roost in gotham.

Bale Batman had a hard enough time dealing with a few human psychos. I don't think he can handle the real monsters. Especially if they all set up shop at once.
