Topic says it: How would characters rate if only feats outside their books count?

The character's own team book doesn't count. So Superman's feats in Green Lantern count, but those in JLA don't.

Still no inter-company crossovers. Also, this applies only to heroes, not villains.

I'll start by suggesting that Reed Richards might not have the same ability to whip up a technological plot device on short notice. (Or would he?)

It depends on the character. Most of them are not as competent because they are not the main character of the series they guest star in (it would make the other characters look bad.) The exception is when a character has too much publicity- Batman is always this fearsome genius in other titles, but in his own, two-bit villains like Penguin are supposed to give him trouble, so he actually comes across as less competent..

Assuming we ignore the SMvsFL rules, Cass becomes extremely powerful. She's not only fast enough to respond to a blitz by Supergirl, she's skilled enough to hurt Connor Kent through his force field with a hand-strike.

Because if so, things quickly turn from odd to scary.
