Default Batman nullified the Speed Force?

I've heard from two other sites that Batman neutralized the speed force in a JLA story. Could someone point me in the direction of that book/arc?

In Tower of Babel by Mark Waid Batman has plans to neutralize his teamates in the JLA and Ra's Al Ghul get's a hold of them and uses them. I'm not sure if he neutralized the Speed Force but he did manage to hurt the Flash.

A vibrating bullet is what was used... Flash usually just let's bullets pass through him by vibrating as opposed to dodging... Batman invented a vibrating bullet that would not only counter his phasing powers but make Flash experience epilleptic seizures at the speed of light...

Oh yeah. I actually really liked that story. It showed how dangerous Batman can be. I know a lot of people don't like it because it a was a Bat-jerk story, but his paranoia was justified as shown in Identity Crisis.

I thought it was generally kind of stupid. Green Lantern should have been able to come up with a way around being blind and his methods for taking down Martian manhunter and Superman would almost guarantee that he wouldn't survive the fight if he had to use them.

I mean, when your plan for stopping people that can benchpress the Moon consists of "make them even more dangerous and have them lash out at everything around them in pain," that's not exactly a brilliant strategy you're working with.

Well, the Red Kryptonite was an alternative to killing him with the Green Kryptonite ring. Hence he's switched to using red solar energy as an alternative. And Kyle wasn't as experienced as he is now, hence he couldn't counter the plans.

I bought that story at the time, and I felt from the beginning that his paranoia regarding "I must have contingency plans for dealing with any JLAer who goes rogue!" was Absolutely Justified By What We Already Knew. Thus, the later retcons in "Identity Crisis" were just extra frosting on the cake, long after the fact, but really unnecessary!

Four years ago I posted a parody on these forums in which I showed my own version of what should have happened when the rest of the JLA were meeting behind closed doors, discussing whether or not to throw Batman out on his ear at the end of "Tower of Babel." There were a lot of arguments which should have been made in his favor, but apparently weren't mentioned by anyone in Waid's version -- so I appointed Kyle Rayner as the Voice of Reason and let him make those arguments rapid-fire, one after another!

That's a really terrible plan, when you think about it. It completely hinges on Flash deciding to phase through the bullet rather than avoid it. Maybe he does prefer the phasing trick for fun, but it's not like he hates dodging things.

Really, all of Bruce's plans there were needlessly Bond Villainish, especially GL and Wonder Woman, not at all the sort of thing I would expect from a genius. Bruce must have planted those files for Ra'as to steal...just to be a dick.
