One thing that I like about both Doug Moench and Alan Grant is that they went out and created or expanded some characters. They did stories with the classic villains, but they both also added to the cast, although some of Grant's creations couldn't survive James Robinson. I guess the original Black Mask also bit the dust too.
I think a couple of Moench's best were the two Hugo Strange stories in Legends of the Dark Knight. |

I love both writers. They each have their own strengths and styles, which worked well with Batman and when they were telling their own tales and not the crossovers. One of the great things was how they created some of the most unusual villains, while using the classics from time to time. And they were both paired up with strong artists.
