The funny thing is they didn't even want her dead. They were targeting Bruce Wayne, who was standing next to her at that moment, but the assassin botched up the job.

Is it possible we have already had at least two unnamed mayors since OYL?
I'm betting the simplest explanation is two creative post-OYL teams who didn't confer with each other over "who is mayor".

Unless both were from Morrison and he's getting schizo again!

The mayor in Morrison's run could potentially still be David Hull, the most recent mayor before OYL. They have a physical resemblance, and nothing by Morrison suggests that this is a new mayor. However, this is complicated by both Robinson's "Face the Face" and much more recently Rucka's Batwoman storyline referencing a female mayor. Again, I'm sure this is due to a lack of communication between the writers and editors.

Maybe we're on the third mayor since OYL? A female, then a male, and now another female?

Lack of communication is probably a better explanation.

Hill appeared a few years after "Strange Apparitions" concluded. I can't remember him being the focus of any particular storyline. He was mostly used as subplot.

All his appearances were pre-crisis which also featured the pre-crisis Bullock, when he was signed on by Hill as a foil for Gordon.

1) Maybe the current mayor is Desire of The Endless (from the Sandman comics) who is sometimes a male and sometimes a female!?

2) Bruce Wayne for the mayor of Gotham! Come on! He always say Gotham is his city.

Didn't a Gotham City mayor bite it in a flashback to Brubaker's "Made of Wood" that arc in Tec that was a team up of Alan Scott and Bruce going after a killer from Scott's time in Gotham?

Also does Mayor Lieberman from Batman vs Predator who well got a gruesome end via the Predator's hand count?

I personally don't count company crossovers to be in continuity, so that's why I left him off.

But I'll add him in a special area, now that you mention it.
