Well, technically speaking, after Hush he became a punching bag for Hush and Ivy. It took him getting knocked out in Infinite Crisis, and Dini to make him worth anything. I felt pretty bad for Riddler though when Hush beat the hell out of him and threw him through the glass roof... and let's not forget the short and terrible question mark tattoo's all over his body period...
I know that's why i said "tried to" step up. It was the first step to the current incarnation of the character we have now - the Riddler "died" in the War Crimes back-up "Low" after being humiliated by a vengeful Poison Ivy in the wake of Hush. After that there was only "Eddie Nigma" and when Dini rebirthed him into a PI he was leveraging off of his spectacular fall. And yeah the LotDK story was ambitious but pretty much ignored and now forgotten.
