I found this in Greenberger's The Essential Batman Encyclopedia but cannot recall who the artist is. Help? Anyone?

It looks like it could be an early Mike Mignola but I'm not 100% sure.

You are correct. This issue happens to be the very first comic that Alan Grant and Norm Breyfogle ever did together (John Wagner was co-writer). This issue features the first ever appearance of the Ventriloquist and Scarface.

Yup. That was back when I hated Mignola's art. It don't dislike it any more, but it's still a pale shadow of the beautiful work he produces these days.

heh. I'd take his older stuff over the more minimalist angular style any day. Shame he was generally restricted to covers back then
