Whether you like the old penguin or not, no one can disagree this new penguin is harmless. I don't get it. If he's like a new Maroni or Falcone, then why isn't the bat pressuring to put him behind bars? I've read a couple Batman's where the Penguin actually helps him. I want Penguin as a villain. I'm fine with his current incarnation as long as he becomes a baddie again. But I haven't been reading all the titles so maybe I'm overstepping my bounds here.

Are there any good recent Penguin arcs?
