I see it as the opposite. Earth was probably seen from to the other worlds as a dangerous backwater filled with overly powerful beings that managed to repel multiple alien threats with nothing more than stone tools. Fortunately, Earth does not have interstellar travel and rarely leave the planet. If General Lane starts building up their forces, other aliens civilization may start worrying that Lane may start thinking outside of the solar system.

We did that in Invasion, IIRC - we won because we are special. An entire universe of 128 billion light years wide and numerous super races can't take us.

Except that Earth's heores have always managed to defeat alien threats. From the Appellax to the Sinestro Corps and everything in between. But his biggest beef has been Superman himself and the fact that his favorite daughter was ruined by him.
