Batman is like every single other superhero: he's as effective (or ineffective) as the story requires. If the story is well written, it's all good. If it's poorly written, it doesn't work. Which is why he can face the Penguin in the pages of his own book and a White Martian in the pages of the JLA.

I haven't heard many people complain about him being too weak. I do hear complaints about the "Batgod" syndrome (mostly online.) I never agreed with it myself; it seems like a backlash against a character just because he's iconic, whereas if a lesser known character punches above his/her weight, it's good drama. Again, for me the quality of the story is the important thing. Besides, during any given month, there are multiple stories with Batman coming out, with him facing a range of foes. A reader could certainly limit himself/herself to those that concern only "human" level villains.
