This is Batman. He's not too keen on mind-control, much of the time (though it's not as unflinching a rule as the no-kill rule - he didn't have a problem with brainwashing the white martians, after all).
So, I'm guessing he'll keep it in reserve for hopeless situations. I don't see him hunting down God, though. Why would he care?

I think Batman wouldn't use it except for emergencies. He wouldn't have to have back-up plans now to take down the JLA.

That's how he'd want to use it at first at least. Ironically, in the actual emergenc type situations we're talking about I could see the event villian being on a scale that exceeds the word anyway. Either way, I figure Batman would keep the ability a secret from everyone.

As time progress I could see Batman using the word a bit more often to balance the scales of justice. I.E. telling civil servants and lawyers and such to do an honest job. he could certaintly clean up Gotham that way. He'd have to be in one of those extremly control brother eye type modes though...

I'd also figure batman would still need back up plans for the JLA unless we're talking about PIS situations.
