I've been getting it with Chrome. Fortunately, if I Stop the page load, it stops maxing the CPU.

I just installed Chrome and added the Adblock Plus extension. For right now, lightning fast, world of difference. I may have a new browser.
I have had Chrome and added the extension AdBlock plus as well. So far its working great.

I've had this issue on my Ipod with chrome.
What if a child dreamed of becoming something other than what society had intended? What if a child aspired to something greater?
The slowdown has to do with some kind of tracking scripts and iframes that someone implemented into the forum.
in Chrome's developer console, I'm getting errors for iframes and scripts pointing to jobless-jack.com, damnxd.org, weirdstuffs.com.
These websites also appear in the source of the page (view-source for a static example).
Viewing the page's source in the Dev console shows a lot more - a bunch of duplicates on the page, probably generated by the scripts/websites previously noted. Like, things that appear only once in the static source appear like 100x more times - which can considerably slow down the page; my page constantly says "loading scorecardresearch.com...", which is actually a company used by Google for tracking things, I think.
I do believe scorecardresearch.com might be part of the issue...so, I'm gonna go add those sites to my hosts file & block scripts from there on Chrome and see if it fixes anything on my side.

scorecardresearch.com doesn't seem to be explicitely related to the issue anymore after I've blocked damnxd. The scorecardresearch.com stuff just seemed to be coming from damnxd.com constantly...iframing in an inframe.

Though, having scorecardresearch blocked isn't a bad idea either, as it's a tracking thing from Google's ads, or something.
Basically, though, whoever takes care of the site at a development and maintenance level has to stop hiding adware and shit in the website. >_>

I did a quick search, this isn't just affecting CBR' Forum - at least three or four other forum's users have discovered this and posted about it - only one seems to have fixed it? what kind of exploit could possibly be distributed like this?

Could be some sophisticated malware hitting the sites and writing itself into the code?
vB forums are known to always have some kind of weird SQL injection exploit, which always get fixed and then...it appears again.
