I also say Norman Osborn due to Dark Reign. And to think he used to be simply be just one of Spider-Man's villains.
Pull: Avengers, New Avengers, Mighty Avengers, Captain America, Superior Spider-Man, Superior S.M.T.U, Ultimate Universe, Chew, Invincible, Batman & Smallville.

Yes. I agree. Captain America comes in second though.

He toyed with his insanity and egged him onto Siege, but everything else was all Norman, baby.

The obvious answer is Galactus. He's a force of nature, he consumes planets and destroys civilisations. He, without a doubt, has the most effect on the Marvel Universe. I'd add Thanos as well, but all the big things he's done got undone rather quickly.

I think I'll go with Loki, since he inadvertantly caused the Avengers to form. Without him, who knows if we'd even have the Avengers?

Osborn is a close second due to Dark Reign (God, the comics from then are brilliant) and Siege.
Bobbi Morse: has been on three Avengers teams, worked for SHIELD, evaded the Skrulls for years, received the super soldier serum and Infinity Formula. Still not even a limited series.

Loki right? In terms of earth level stuff at least. Without Loki, no Avengers, No Thor (would he have been exiled without Loki?) No Dark Reign. I know some of the cosmic threats have done more stuff, but in terms of things we read about Loki has a massive influence.

Yeah, I'm going to go with Loki too.

It's hard to top leading to the formation of the Avengers.

Yes, but Norman Osborn took over SHIELD, formed the Dark Avengers, made the actual Avengers "illegal", invaded ASGARD, manipulated the "all-powerful" Sentry, among many many other things.
This went on for 2 (real world) years and most citizens in the MU saw him as a hero

The Celestials. They're not villains per se, but they created the X-Gene.

Loki cuz he sets tumblr ablaze.

Seriously though, I think for creating the Avengers, and for having a hand in Dark Reign and Siege, and for being the benefactor to quite a few other villains, I'd give it to Loki.
