    I wish DC sometimes is like with some non-mainstream comics. They don't rotate writers around and the story and the characters get a chance to evolve without some writer coming in and changing things so that he can tell his own story

    He's temporarily in prison, but I would say Penguin. He gets a piece of every crime that is committed for profit in the entire DCU. He's collecting from African warlords, mob bosses, corporate executives, and street hoods. Not to mention holding some of the most dangerous weaponry in his vault like Freeze's gun.

    Red Hood without a doubt, he finally has a purpose and is a real character instead of a plot device.
