The only bad thing about him being Zemo is that he's a big budget actor, and they would probably try to get around him wearing the mask so he gets more facetime. (not unlike Venom in Spider-Man 3) We can always hope though Originally Posted by Legato

He might make a good Baron Von Stucker, which would also help to tie in with Hydra.

They'd have done it anyway (if it even is Zemo). Superhero movies in general tend to do that unless the character has a mask that shows off the eyes and mouth since it makes it harder to emote.
