So is this issue set in the past or not? I thought originally it was going to be and then I see #21 is the start of a 11 issue arc set in the past and now I am confused.

I'm somewhat disappointed that it isn't himself, because let's be honest here: if he wasn't his own worst enemy, then his other enemies would be somewhat less psychotic, by virtue of him picking better enemies.
