the costume is blue instead of black, no toe thingy, and he doesn't have the goggles all features of Spock
also its drawn by Ramos, who's currently doing SSM so it might be Peter under there

I think the biggest factors that this is Peter is because 1)The suit. I see no reason why Ock would suddenly switch from his "technologically superior" suit to the standard and 2)This was written before Superior, and I think re-writing Spideys dialogue into Ock might screw up the story.

Apparently Zeb already re-wrote it enough for the arc to be from Wolverine's perspective when it wasn't originally. The costume may not look like Spock's, but I can't imagine it would be too difficult to throw in some changed dialogue.
