I first jumped on board Gold Digger with issue #10 of the color series and I haven't missed a single issue since. Honestly, if I forced to cancel all but one of my titles, Gold Digger would be the only one I would keep. It's got everything--babes, hunks, action, sci-fi, fantasy, dwarves, pop-culture references, humor, drama, tragedy, air battles, giant robot clashes, kung-fu fights, magic battles. It's the most consistently fun book I've ever encountered.
Always remember this stuff isn't real.

I tried to get into Gold Digger this last year (I have a thing for long running comics). I picked up the first two Gold Brick compilations of the Black and White era stuff, and liked it a fair bit. But when I tried to jump into the current material I was disappointed to find I couldn't get into it. My immediate 'new reader' problems included; to many characters with convoluted history running about, to many pop culture references made into recurring characters (Apparently Perry took Penny from Inspector Gadget, filed all the serial numbers off, and now she's a regular character?), and generally its a little too hard to keep track of what's going on.
Which is really too bad, because at its core; 'Gina and Brittany Diggers hunt for treasure in outlandish locations' is a pretty good hook. And when the series does that, it can be a pretty fun read. Or at least it was back in the first 50 issues or so.

Been reading since issue #13 (I think) of the Black and White Fred is one of the stops I make every year at SDCC going to have a letter printed in issue 200... once I get too writing the damned thing lol

Well if you want to fill in on what you've missed, AP has put the library up of issues 1-196, for free.
The start of the color's pretty easy to get in to. Or if one wants to get in at the start of a recent big arc, 189 has a nice jumping on point with the villain going over things.
There are occasional big stores, and there is an arc plot, but most of the comics are still digestible 1 to 4 issue stories, and generally if any old plots are brought up, they're discussed to catch people up.
(Penny, btw, is an extremely minor character, just a neighbor. While there is occasionally too much references, I think Fred knows this, and turned it much down after a heavy patch a bit back)
