Katee Sackhoff because she can act. And having big boobs shouldn't be a prerequisite for playing any character.
I would say Sarah is a decent actress from what I've seen of her on Vegas. I could see her doing a decent job.

Power Girl is more than her beast size she's about attitude. She has that "I don't give a damn" and "what the hell are you looking at?!?" attitude about her. Something that most busty hairhead actresses can't pull off. Someone like Kara Thrace from Battlestar Galactica would work.
