I have to say that Lex is more petty and less able than Vic. Even if that is not a high bar it is one.
Both Dr Doom and Darkseid are totalitarians,because they want to control every aspect of human activity under their rule.The difference is that Doom wants law and order and every command he gives to be executed immediately.Also,you could have your own thoughts and doubts,as long as you would not express them.Darkseid is a whole different level of totalitarianism.It's about turning your subjects into live automatons,without free will and desires.Everyone under Darkseid's rule will live and die only to serve him.That's what makes Darkseid more scary in comparison with other rulers and despots.We don't talk about cult of personality or a God-Emperor.A world where Darkseid achieved the Anti-Life equation would turn everything into souless and mindless automatons.A living death and eternal slavery for the glory of Darkseid.

But then again, Doom doesn't allow television except his own broadcasts or those he approves. He doesn't allow the Internet or anything that would give people ideas of freedom and people more or less do the same simple storybook kingdom tasks their ancestors did. At least Luthor doesn't keep people living in the 18th century and censor things right and left.
All of these years, and do you see anyone besides Doom doing anything in Latervia? Where is the scientist, doctors, transportation miracles? The country hasn't changed at all, it is become stagnant. Once Doom dies, civil war must happen in Latervia.
Luthor issue IS Superman. Put him in a world where Superman doesn't exist and he's a totally different person. Add in the fact that aliens aren't running around, and he would become a much smarter Richard Branson/Steve Jobs/Bill Gates. Much easier to live with, as normal life doesn't change.
Didn't BigBrother only care about quashing the Middle Class? The proles were considered too stupid and pacified with porn and violent movies to rebel. They only really cared about keeping an eye on the people at Winston's level.

I agree that when Doom is written well, he's not a bad leader at all. The last time he was a leader, when he created his own universe or whatever with his Infinity Gauntlet, he kind of messed up, but only because he pretty much let things go as they would anyway with minimal involvement, and was eventually taken out by his own creations.
