Life under Lex is basically "Brave New World". There are lots of bread and circuses to entertain the masses. While there is a subtle undercurrent of soullessness to the whole thing, it's not that bad or even all that different from real life.

Life under Doom is pretty much "1984", truly and blatantly totalitarian.

Not really, Doom seems to at least provide a good standard of living for his subjects, would provide some good social services, which far more then Ingsoc provided to the people of Oceania. I also think Doom would not micro mange people's lives the way Big brother did, he would consider such things beneath him and be more considered with bigger things. Darkseid seems to be more truly totalitarian then Doom is, Doom is just autocratic

Free speech really isn't that vital, especially in a scenario like this. Even if their was free speech, would you really want to be the guy talking bad about DOOM?

And Dictatorships aren't nessisarly that bad, yeah you can't necessarily have your say about the government, but as long as their compontent, and this is Doctor Doom so it is. You'll be fine.

Its more then just competency, you need someone with at least a speck of morality. Guys like Darkseid, Apocalypse and Red Skull are not incompetent per say, but they have no moral qualms what so ever, so they tend to create nightmarish dictatorships that go out of their way to be monstrous.

Doom, because I think he would be a bit more experienced than Luther. I also think Luther would try to enslave everybody.

Both Dr Doom and Darkseid are totalitarians,because they want to control every aspect of human activity under their rule.The difference is that Doom wants law and order and every command he gives to be executed immediately.Also,you could have your own thoughts and doubts,as long as you would not express them.Darkseid is a whole different level of totalitarianism.It's about turning your subjects into live automatons,without free will and desires.Everyone under Darkseid's rule will live and die only to serve him.That's what makes Darkseid more scary in comparison with other rulers and despots.We don't talk about cult of personality or a God-Emperor.A world where Darkseid achieved the Anti-Life equation would turn everything into souless and mindless automatons.A living death and eternal slavery for the glory of Darkseid.

Lex Luthor or Doctor Doom?

I think Luthor would be more mellow, then again Doctor Doom would have more style to it.

Depending on who is writing him and when, Doom can be a noble villain who cares about his people or a ruthless monster with gas ovens for would-be freedom fighters. I prefer the Doom who has some redeeming qualities. On the other hand, Luthor would mass slaughter people in his home city to make Superman look bad and I'm not sure if there are alternate views of him by writers. So probably Doom just in that the ordinary citizen would be treated okay.

But then again, Doom doesn't allow television except his own broadcasts or those he approves. He doesn't allow the Internet or anything that would give people ideas of freedom and people more or less do the same simple storybook kingdom tasks their ancestors did. At least Luthor doesn't keep people living in the 18th century and censor things right and left.

Except the point I was making is that Michael Chen compared Dr. Doom with big Brother from 1984 and I don't think that comparison works. Darkseid is far more like Big Brother then Doom is. There is no evidence that Doom goes out of his way to spy on his subjects all the time and kills them based on rather arbitrary whims. Both Big Brother and Darkseid want eliminate free will and seem willing to have their subjects live in poor living conditions. Doom's dictatorship doesn't seem nightmarish enough to be compared to Big Brother.

All of these years, and do you see anyone besides Doom doing anything in Latervia? Where is the scientist, doctors, transportation miracles? The country hasn't changed at all, it is become stagnant. Once Doom dies, civil war must happen in Latervia.

Luthor issue IS Superman. Put him in a world where Superman doesn't exist and he's a totally different person. Add in the fact that aliens aren't running around, and he would become a much smarter Richard Branson/Steve Jobs/Bill Gates. Much easier to live with, as normal life doesn't change.

I agree that when Doom is written well, he's not a bad leader at all. The last time he was a leader, when he created his own universe or whatever with his Infinity Gauntlet, he kind of messed up, but only because he pretty much let things go as they would anyway with minimal involvement, and was eventually taken out by his own creations.

That's true, though there are also stories where Lex manages to basically turn the world into a utopia, though he is still kind of a dick, personally.
