Empowered - Which comic is this panel from?

I found this panel from Empowered but can't find our which of the series it is.

The panels on the left are from Empowered Volume 4. Are the panels on the right from any of the one-shots or is it fan-art?

I've seen the panel before, just recently. It's in one of the Deluxe volumes for sure. Can't remember if it was bonus material, but if not it would be in one of the regular volumes.

the right half is on page 684 in the Deluxe edition volume 1, it's in the bonus material section under first drafts. the other half I don't recognize, but I don't think it's in the first 3 volumes.

To me it's a little wacky that in ways it's one of the filthiest comics around, so much based on bondage and embarrassment, yet they don't show nude breasts. Then again the bondage and embarrassment angle isn't really my thing, so I wouldn't stick around anyway, but just sayin', found it odd when I read it. It just seems like such a particular niche, throw some boobs in there and you'd be covering more bases.
