I would hazard the guess that it's because Luthor is probably the smartest person on the planet and never actually tries to engage the JLA unless he has a plan and a team to back him up. The Joker obviously cant and doesnt have the interest either unless he stats to feel Batman forsaking him ala DotF.

In case of the named WW foes; only Circe has the capacity and power to actually do it. the two doctors are nuts but fairly predictable for someone like Batman to figure out. And Giganta...tall as a building and about as smart sums it up.
Sure, Batman could probably figure out Dr. Psycho and Dr. Poison but he's also figured out the Joker, Luthor, and just about every other DC villain including Darkseid so I fail to see your point here.

Giganta has never been shown to be an idiot since Phil Jimenez introduced her in his Wonder Woman run. Have you actually read a comic from the last 10 years with Giganta in it or are you basing your opinion solely on her Pre-Crisis and Super Friends appearances?

He debuted in a Superman book. Fair game.

Bingo. Darkseid's a threat to the entire DCU, but he's mostly had run-ins with Superman compared to all other DCU heroes. Hell, you'd think Darkseid would have had more interactions with the GLC, but aside from any JLA issues, the only time I can recall Darkseid going up against the Corps is when that GL Raker Qarrigat was left on Apokolips in Green Lantern 80-page Giant #3.

On a screen, in Superman's Pal Jimmy Olsen.

Thing is that neither Doctors are not Luthor or Darkseid levels of smart.

Perhaps not outright stupid, but she's never been portrayed as being particularly bright outside of her scientific-based origins. Unlike someone like Hank Pym, this is pretty much how Giganta is remembered by most:

Byrne introduced her as a scientist who transferred her body to a gorilla. A few years later, Phil brought her back as a circus strong woman who could grow to 50 feet tall with an appearance very similar to the one she sported on Challenge of the Super Friends. I think of Phil as introducing her as he introduced her proper IMO.

Wasn't the circus strong woman origins about a scientist who transferred her mind into the strong woman? (Kinda like Ultra-Humanite, just without having to change bodies once in a while).

That sounds accurate to me. So in light of that, how could you not think she was intelligent if she's able to organize brain surgery for herself?

Because outside of the brain transplant, Giganta never displays those smarts. I cant recall a single time outside of the origins that I have seen her in a lab, solve scientific problems or work out even basic tactics, it's always about her growing to be 50 feet and start trying to step on something small.
The only time she finally seemed to move out of that was in Secret Six when she took revenge on Dwarfstar for the murder of Ryan Choi.

I'd be perfectly ok with it if the old Giganta had been more like Reed Richard's, where his stretching powers are considered expendable in comparison to his mind. But it was sadly never the case, it was all about how big she was (which to my mind is totally useless against someone like Wonder Woman).

I don't see Giganta's growth powers as being useless against Wonder Woman at all. When Giganta enlarges herself, she gains strength and mass, enough to knock Diana on her backside(as shown multiple times). She's also been shown to give other characters a run for their money like Superman, the Atom, Donna Troy, and Dwarfstar. I also find her to be visually more exciting than Strife.

I think the key to Giganta is not that she's smart (in fact, I prefer big dumb cavewoman version), but that her powers are devastating on their very own. How many civilians do you think get killed in each one of Giganta's tantrums? And does Wonder Woman blame herself since she never finishes the big gal off? I'd like to see that aspect explored. Because let's face it, Giganta will never be a global threat or be able to fight off the entire Justice League.

I do think she should be able to hold her own against Wonder Woman better than she usually does, though.

    Ew.
    Killing people?
Sorry, but I prefer a "jolly giant" version of Giganta to her "ultimate Hulk" version.
    - Seeing her lift a city bus = FUN
    - Seeing her kill the passengers inside as she throws it at WW = The OPPOSITE of fun

It would be impressive...if Donna, Superman and Diana couldn't throw mountains into orbit. As you mention, the threat of Giganta isn't to the heroes she is facing it's to the surrounding area.

Sorry, but that's like saying Loki isn't a Thor villain because he's public domain.

Circe and Ares were introduced into the DCU via Wonder Woman and have been established in the DCU as WW villains. Where they initially came from is completely irrelevant.
