From Blakes 7, "The Federation is run by fools and served by hypocrites, I'm glad to be rid of you all." I think I've got that right. It's a wonder one of the heroes hasn't gone the Travis route.

Not really, when you think about it. Tony Stark had proven to be a disappointment, and while his Avengers and SHIELD suffered tons of problems, Norman's Thunderbolts looked great (from the outside), which made it look like he had his shit together. Then, he goes and does the "impossible" and kills the Skrull Queen, and suddenly he's a hero, and to the outside observer, has essentially done everything better than Tony Stark. Add a lot of ass-kissing and cover ups, and Norman suddenly looks very attractive to be the new Nick Fury.

That's how he's been used so far:
He's the one for whom the do-whatever-it-takes thing is a more comfortable, default attitude rather than something he has to steel himself for.
The one who questions the others' convictions whenever they seem like they might waver.
The one who won't let these other, frankly much nicer men back down from the mantle of responsibility they accepted when they assembled this group.

If anyone's membership would be questioned, it'd probably be Black Bolt, considering that he hasn't even been on Earth for most of his recent history, and considering that he failed to safeguard his gem even before the rest of them were shattered.

Both Namor and Bolt are there partially because of their history and their gems, partially because they provide firepower for the team by being very strong heroes, largely because they're hugely important and influential men, but most of all because they're hardasses.
Namor definitely keeps them honest. He's always kind of been the moral center as well, when Reed and Tony strayed he was always the first to call them out.

Gyrich, Osborn, Hiil, Hand, Brands and Valerie Cooper. The government in the MU seems to lover scum as their agents. Once would be incompetence but it has been the norm for a long time so it looks like it is intentional

More likely that he'll slap them down.

    He's Cap.

The followup will be a group of Marvel villains will attempt to steal a cellphone which contains the names of the Illuminati, only they think it's the Dan Brown-type Illuminati, only to read the names of Marvel's Illuminati and have no idea why such a list is valuable.

Marvel could call this miniseries Identity Phone, or I Phone for short.
