I liked this overall. Interesting story and nice artwork.
However, the coloring was a bit off-putting. Not necessarily because it was confusing or too flat. But because it reminded me too much of the current Hawkeye book. Seriously, everything in this issue is green, just like everything in Hawkeye is purple. There's a fairly pop style Aja employs on Hawkeye and I really feel like Green Arrow is trying to emulate that, to lesser effect. It doesn't help that there's billions of panels on some pages and that we're doing funky things with insets.
Most of that isn't bad in general, in my opinion, by the way. I just don't particularly like that the archer book from DC visually reminds me of the archer book from Marvel. They're both interesting, but there's enough similarities already.

You know what part of this book I really liked? When Ollie's boss got shot, cause the set up made it seem like Ollie was just fantasizing out of frustration.
