Nowadays the problem would be solved quickly. We would probably have 2 X-Factor teams, one by Peter David (adjectiveless), and one by Larsen (Uncanny) lol
But the point is... oh well, just look at this:
Image Comics - McFarlane ("anti-x-men"), Liefeld (X-Force), Lee (X-Men), Portacio (Uncanny X-Men), Silvestri (Cyber Force was initially proposed as x-men spin-off), Valentino (neutral). I don't think that anyone will disagree that the first Image books were X-Men rip-offs.
So Larsen on X-Factor would make sense, cause most of Image comics were succesfull, despite their actual quality. It would be more profitable to give X-Factor to a huge name artist like Larsen, than a relatively unknown (and underrated) guy like Stroman at the time. Yet, instead they had chosen Stroman. And people say that 90s comics were pure marketing and gimmick trash.
Of course, it all ended best for everyone, we got one of the best comics, and Larsen was doing his own thing. But there is always the "what if" scenario. Well, IF Marvel had chosen Larsen, they would probably sell bigger amount of X-Factor, but Larsen would leave anyway. And then probably Peter David would get his gig anyway too. But there would be one big profit for x-fans, and huge loss for Larsen: HORRIDUS!
as a sidenote, about the Cyber Force; they sucked, and I think that they would be better developed in Marvel, but at least they belong in 100% to Silvestri, they're his property. so it's better that way I guess...
