My choice on this front is Ethan Rayne (Buffyverse). No powers whatsoever, beaten down by Giles like a gorilla beating down Bambi, but great knowledge of the dark arts and any 'power' he has exerted has been through ingredient mixing/curses etc out of books, which never increased his own stats in any way, shape or form.
