Because there was no need for them. Single print issues sold heaps. These days a lot of people, with rising costs prefer to wait for the collected editions.

Collected editions have been done prior to the 90s on a smaller scale though like the DC Blue Ribbon Digests. I've also seen a New Teen Titans paperback novel that collected several stories in one edition.
