Wouldn't be Teddy either.
Cap was the one who refused to allow the Kree/Skrulls from abducting Teddy when they showed up trying to claim him.
Cap's handling of Billy and that of Teddy's relationship WITH Billy during the C.C. would also lend a sense of respect and admiration, imo.
Plus he's got a poster of Cap on his wall.
I think out of all the YA, Teddy is Cap's biggest fan.

At this point, I'd say Noh Varr, maybe?

EXACTLY!!! That's why is so much juicier if he does it. A "telling off" from Loki or Noh-var or MAC won't mean much to Cap (why would he care); but of all the kids (after Patriot) Hulkling is his biggest fan, and so Hulkling pointing out some 'home truths' to Steve would be DE-LIGHTFUL! I get he's a big Cap fan... but he loves Billy 10x more than he cares in Cap. If he can lay home truths on Billy, why not Cap?

Yeah, but Kate would also take Clint's side or her teams, over Cap. So a dressing down isn't entirely out of the question. If Cap was telling Kate to do something she disagreed with... OH, she'd tell him off. For sure!

Oh yeah, Hulkling is totally unlikely to do it. Probably Noh-var, agreed. Teddy's mom might!

Wacker said something about Sam and Teddy meeting in one of the Nova threads.

Not that it was a done deal or anything, but he asked who people would want Sam to meet, and when I asked about Teddy or Noh-Varr, he said they'd actually been discussing Teddy.
