Picked up Officer Down for cheap. Is this the infamous Bat-jerk?

Oh Yeah. Though there's a few parts in-between where he is an unbelievable jerk to Tim and to Steph. I'd go so far as to say he emotionally abused them between Officer Down and War Games.

I agree with this statement. The conclusion of War Games actually caused me not to pick up a Bat book for almost 3 years--including Nightwing if you can believe it, but I was so horrified with the direction they took Batman that I couldn't even look at him as a hero. They weren't merely writing Bruce as a Bat-jerk, but an actual sociopath that psycho-manipulated the minors in his care and willingly endangered them by withholding crucial information.
