Thor, insanely trivially easily. Hulk has no specific running speed advantage. Wonder Man has been occasionally shown as fast, but his consistent level is normal CB human-ish. Thor is somewhere between high-end BT and mach 1 speedster.

No idea how fast 616 Hulk has run, but Thor has bolted through a park at such speeds that nobody in the crowded park even saw the 6.5' tall helmeted dude with a gigantic red cape. They just felt the breeze from his passage.

I've never seen it. Hulk's normal method of long-distance travel is jumping. He's usually shown as pretty lumber-y when running.

dude can move at blur speed.

Thor has some very old feats of running at blur speed and too fast to be seen. Not sure if he has done anything like that recently but it still beats the others.
