I could be wrong, but it sounds like he wasn't so much complaining specifically about the PTSD as about the overall hard-assed, vengeful tone. Simone can write dark humor (Secret Six), but she can also do more pure fun, lighthearted, less serious books, like Deadpool/Agent X. It sounds like he's wishing for more of the latter and less of the former.
I have absolutely nothing to back this up other than suspicion, but I would venture to guess that Simone may have been given specific instructions that TPTB wanted a more serious, less lighthearted Batgirl book. After the previous book "failed" with that take, it's entirely possible she was told "some humor is fine, but we want this to be a more adult book. Make it your own, of course, but try to veer more in the vein of what Scott Snyder is doing." Again, that's based on absolutely zero evidence, just my opinon. But it wouldn't exactly shock me.
