    Wrath of Khan was a great film, and it did give a section of fans what they wanted but it's only representative of another aspect of Trek which was more action based. both have their place.
    I have an issue with people thinking that the action in the Trek films is out of place. Rewatch TOS and you will find more action in them than you may remember. The movies didn't introduce action to the franchise, they if anything ramped it up. The best of the movies found the same balance between story and action that TOS found.

    The problem with TMP is that it was a plodding, boring, lifeless misguided attempt to take Trek to the big screen. It was a rehash of two separate Star Trek episodes, and it spent 5 minutes of screen time just showing us how pretty the revamped Enterprise was. No dialog, just slow, meandering shots of the ship. It is as if the producers thought that it was enough to simply reunite the cast and give them special effects to react to and story be damned.

    If not for WOK the franchise would have died then and there. It was a disappointment to fans, and if the next film had been that bad... we wouldn't be having this conversation.
