So what your saying is. It's okay for Cyclops to allow something that is a whole lot worse than what Captain America has ever done, because he wasn't enforcing the law, but when Captain America allows two people to rough up a few suspects (not even torture, really) then he's an evil sadistic monster? Well, I definitely can't argue with that "logic".
Question, was he leader of Utopia at the time?
